FAQs for Québec

No published UK-specific direct route has been identified in Québec. A first-time UK applicant normally considers either the restrictive clinician permit pathway with practice assessment or the residency-based regular permit pathway.
The relevant route is generally the restrictive permit for clinicians with an assessment of capacity to practise. It requires an acceptable medical degree, an accepted examination, recent competent practice, institutional sponsorship, French, and CMQ review of training and specialist certification.
The restrictive clinician route requires a sponsorship letter supporting the application from a Québec health institution. A recruitment conversation is not confirmed sponsorship, and sponsorship does not guarantee a permit; immigration and legal work authorization also remain separate.
CMQ’s published clinician guidelines accept the MCCQE, the historical MCCEE, or USMLE Step 2 CK. The examination result is one prerequisite and does not replace the training-equivalence, French, sponsorship or practice-assessment stages.
No. CMQ’s admissions committee must decide whether the postgraduate training is broadly equivalent to Québec training and whether the specialty credential satisfies its requirements. CCT and MRCGP are important evidence, but the result still requires individual regulatory review.
Applicants must provide accepted statutory proof or exemption, or pass the OQLF French examination. UK medical education in English is not a French exemption, and CMQ cannot arrange the restrictive-route assessment until it receives proof that the OQLF examination was passed.
The process generally includes an observation period followed by a continuous 12-week assessment at a location selected by CMQ. CMQ may require additional assessment if it cannot yet determine competence; successful assessment is one step toward the restrictive permit, not the permit itself.
The permit is generally limited by the named institution, authorized activities and approved practice location. It is normally valid for no more than one year and must be renewed while the required institutional privileges remain in place. Employment or funding agreements may create additional service obligations.
This route generally requires recognition of the medical degree, admission to and completion or recognition of Québec postgraduate training, passing the CFPC certification examination, LMCC, ALDO-Québec and French. For an established UK GP, it is usually a residency or retraining pathway rather than direct recognition.
Québec publishes an accelerated route for physicians holding a regular Canadian permit without restrictions or limitations and the required CFPC or RCPSC certificate. French and ALDO-Québec still apply, and an Ontario scope-limited provisional certificate should not be assumed to qualify.
